The member cities and communities of the Five Cities Fire Authority have individual requirements for the sale and usage of fireworks. Please refer to the following for more information:
CITY OF ARROYO GRANDE:
The application process for securing a Fireworks Stand Permit for the 2013 Fourth of July Celebration begins March 1, 2013. The deadline for filing the application is April 15, 2013.
A maximum of six Fireworks Stands are authorized within the City of Arroyo Grande during the designated period. Permits are issued to applicants in the order of the eligibility list. The eligibility list is maintained by the Five Cities Fire Authority on an ongoing basis and made available to the public. Applications are available at the Five Cities Fire Authority,Headquarters ~ Station 66, 140 Traffic Way, Arroyo Grande.

If any applications from eligible applicants are either denied or not received by April 15, 2013, the next applicant(s) on the list shall be deemed eligible. The Five Cities Fire Authority shall attempt to provide notice to the applicant; however, it shall be the absolute duty of the applicant to stay apprised of its position on the list. Such eligible applicants shall file an application for a permit with the Five Cities Fire Authority no later than May 15, 2013. Applicants filing an application that are not on the existing list will be placed at the end of the list at the time the application is filed.
Per City Ordinance,“safe and sane” fireworks begin at 12 Noon June 28 through 12 Noon July 5. All other days the sales will be during the period of 9:00 a.m. to 9:00 p.m. Fireworks are permissible for discharge from 12 Noon July 3 through 12 Midnight July 5.
CITY OF GROVER BEACH:
Fireworks Stand Permit applications may be picked up at the City Clerk’s Office at Grover Beach City Hall,154 South 8th St., Grover Beach, during regular business hours between the period of **Tuesday, April 9 – Friday, May 31, 2013. The application form,along with the rules and regulations,will also be available from the City website by April 9 at www.grover.org.
**Please note: Grover Beach City Hall offices will be closed for mandatory unpaid employee furlough days on Fridays:April 12,April 26 and May 3, as well as on Monday,May 27,2013 in observance of Memorial Day.
Only Grover Beach based non-profit organizations are eligible to apply (i.e., the organization’s principal and permanent meeting place must be located and established in the City of Grover Beach for a minimum of three (3) continuous years preceding the filing of the application for the permit). A maximum of four (4) fireworks stands will be permitted within the City limits and no organization may obtain more than one permit. Pursuant to Ordinance No. 05-04, the Grover Beach Chamber of Commerce and the Grover Beach Police Officers’ Association shall have the right of first refusal. The sale of fireworks will be allowed at approved fireworks stands for a seven-day period from 12 Noon on June 28th through 12 Noon on July 5th pursuant to GBMC Article III, Section 3992 (17).
Per Grover Beach Municipal Code Section 3996:The discharge of “safe and sane fireworks”shall only occur from 12 Noon on July 3rd through Midnight on July 5th, as well as 12 Noon on December 30th through Midnight on January 1st. No person under eighteen (18) years of age may possess or discharge “safe and sane fireworks”except when under the direct supervision of a person twenty-one (21) years of age or older.
OCEANO COMMUNITY SERVICES DISTRICT:
The application process for securing a Fireworks Stand Permit for the 2013 Fourth of July Celebration begins Monday,April 1, 2013. The deadline for filing the application is Tuesday,April 30, 2013.
Fireworks Stand Permit applications may be picked up at the Oceano Community Services District,1655 Front St.,Oceano, during regular business hours Monday – Friday, 8:00 a.m. –5:00 p.m. The application will also be available from the District website by March 31,2013 at www.oceanocsd.org.
Only Oceano based non-profit organizations are eligible to apply. The Board of Directors will review and approve by motion who will occupy the Firework Stands.
The sale of fireworks will be allowed at approved fireworks stands for a seven-day period from 12 Noon on June 28 through 12 Noon on July 5.
